THE COTABATO INDUSTRIAL PEACE ADVOCATES ( CIPA ) STORY

As early as 2000, the LABOR-MANAGEMENT COOPERATION PRACTITIONERS ASSOCIATION-Cotabato Chapter (LAMACOPA-Cotabato Chapter) was already in existence.

Mr. JONAS A. YAP, of EDC-MGPF 1, was the first president;Mr. Yap lied-low after getting no support from NCMB-12 leadership at that time, and  turned-over the LAMACOPA-Cot. Presidency to Mr. Essex Guiguinto, a Notre Dame University Professor;

In 2002, without any clear purpose and activities, the presidency was turned-over by Mr. Guiguinto to Atty. Benedicto Bacani, Notre Dame University legal officer;

Atty. Bacani held the post for three years, or until 2005;

In 2005, Atty. Bacani was succeeded by Notre Dame University Faculty and Employees Union (NDU-FEU) union president, Engr. Emmanuel R. Martinez;

Meetings were called from time to time, mostly without the information of NCMB.

In January 28, 2011, thru the leadership of then OIC-Director Feliciano R. Orihuela, Jr., and without the participation of Engr. Martinez, the LAMACOPA-Cotabato Chapter re-organized;

Formerly known as Labor-Management Cooperation Practitioners Association of Cotabato or LAMACOPA-COTABATO in its inception,  and to remove the idea of “I am from the management” or “I am from the workers”, which is always an unseen division between the advocates of industrial peace, the members ratified the changes in the association name into what it is today- COTABATO INDUSTRIAL PEACE ADVOCATES or CIPA.

Activities such as, Regular Officers meetings were held at respective officer’s company serving as the host;

By the end of January 2011, they are now officially known as CIPA.

CIPA emphasizes that for every activity they plan and engaged, there must be Learning Sessions on matters concerning labor relations, productivity or labor standards.

The Officers were sworn into office on May 23, 2011, by Midsayap Municipal Mayor Hon. Manuel M. Rabara.  They are  the following:

Orientation-Seminar on DOLE D.O. No. 18-a, S. 2011: Regulations Governing Contracting and Sub-contracting Arrangements”, March 09, 2012, 4th Floor, AJ HI-TIME Hotel & Restaurant, Plaridel St., Kidapawan City

AIPA-S and CIPA Joint Industrial peace Advocates General Assembly, @ Phela Grande Convention Center, GSC, on August 17, 2012;

“Pamasko Gift-Giving Out-Reach Program” For the Female Inmates/Detainees of Kidapawan City Jail @ Amas, Kidapawan City, on December 13, 2011;

In partnership with AIPA-S, CIPA supported the activities of the AIPA-S;

“Tree-Growing activity”,  in partnership with the Stanfilco-Kidapawan Employees Union (SKEU) of Stanfilco-Makilala North Cotabato Zone, and in coordination with (NCMB RB-XII);

“Trainer’s Training on Gender Awareness and Development”, held at Punta Isla Resort, Lake Sebu, South Cotabato was also conducted;

CIPA and AIPA-S Joint Activity : “Region XII LMC Practitioners Conference”, on September 23, 2011, @ Sydney Hotel Rooftop, General Santos City;

THE ASSOCIATION OF INDUSTRIAL PEACE ADVOCATES – SOCSKSARGEN (AIPA-S) STORY

 LAMACOP-SOCSARGEN, or Labor-Management Cooperation Practitioners – Socsargen Chapter, was the original name of the AIPA-S organization;

 Officially established in 2004, with Mr. Marcelino C. Layo, Asst. HR Manager, Yellow Bus Lines, Inc., as the first LAMACOP-S President;

 The fledgling organization was very erratic in its infancy period:

The officers seldom meets;

There was no clear vision except as that of being an LMC organization;

NCMB support was not all out yet;

In February 28, 2009, under the leadership of then NCMB XII OIC-Director Feliciano R. Orihuela Jr., the organization was revived thru a General Membership Assembly;

Held at Family Country Hotel & Convention Center, General Santos City;

Mr. Jose N. Teruel, then AK-NAFLU-KMU President, was elected LAMACOP-S President for the term 2009-2011;

Under Mr. Teruel, the association had the following accomplishments;

Conduct of “BASIC LABOR EDUCATION SEMINAR” OR LABOR EDUCATION 101 FOR MANAGEMENT and UNION OFFICERS OF LAMACOP-SOCSARGEN OFFICERS (2 Batches), with the following topics - FUNDAMENTAL RIGHTS OF MANAGEMENT & WORKERS; OVER-VIEW OF NCMB 3- PROGRAM THRUST;  GRIEVANCE PROCEDURES; LABOR STANDARDS  and ANTI-SEXUAL HARASSMENT LAW

Management Consultation meetings were initiated;

Regular Monthly Meetings were  scheduled;

With the support of LAMACOP-SOCSARGEN and LAMACOPA-COTABATO, NCMB was able to send 25 DELEGATES during the LMC NATIONAL CONVENTION Held at Waterfront Hotel, Cebu City, last November 25-27, 2009

On August 14, 2010, a second General Membership Assembly was called:

Held at Dolores Farms Resort, Polomolok, South Cotabato;

The proposal to change the name of the LAMACOP-SOCSARGEN association into -  “Association of Industrial Peace Advocates-SOCSKSARGEN (AIPA-S) was ratified;

The Personnel Managers Association of the Philippines (PMAP), headed by Ms. Aileen N. Tolimao of MD Agri-Ventures, Inc., supported the General Assembly;

It was emphasized that PMAP and LAMACOP-SOCSARGEN has been working hand in hand in activities pertaining to enhancement of Labor Relations in the SOCSKSARGEN region.    

Mr. Jose N. Teruel, then LAMACOP-S association president, showed his magnanimity and stepped-down to paved the way for a new leadership, signifying that he no longer wanted to finish his term, for personal reasons.

NCMB RB-12 OIC-RD Feliciano “Jun” Orihuela Jr., shared the observation that …”all companies wanted industrial peace and harmony to reign in their respective workplaces.  Thus, the reason for the existence of the AIPA-S organization, which aimed to assist every member in achieving the vision of a harmonious relationship in the workplace without  necessarily highlighting the separate identity of management and labor.”  Thus, “we are one organization, and it does not matter whether each one represents the management or the workers”.  We both have the same vision- - to attain industrial peace;

The ASSOCIATION OF INDUSTRIAL PEACE ADVOCATES – SOCSKSARGEN, formerly known as LAMACOP-SOCSARGEN, is now AIPA-S, when, on a general assembly held on August 14, 2010, members unanimously agreed to change the association name into one that will not discriminate one as a management or as a labor representative.   In essence, the gap between labor and management, as advocates in the promotion of industrial peace in one’s respective company, is diminished.

 

Commencing from August 14, 2010, the new set of AIPA-S Officers have accomplished activities in over a year’s time, with a sort of, culminating activity :

 

September 23, 2011 - “Region XII LMC Practitioners Conference”, in a joint partnership with the Cotabato Industrial Peace Advocates (CIPA);

 

Sydney Hotel Rooftop, General Santos City

A total of One Hundred thirty-five paying participants coming from 36 companies in Region XII attended the Regional LMC Convention;

 

A series of Regular Officers Meeting were constantly held by the group, all of which were mostly being held at a host company’s facilities or venues.  This is to introduce each officer to the nature and/or business of their co-officer’s company.

 

Area-Wide Trainings/Seminars, in coordination with NCMB-RB-12, were regularly conducted;

 

In August 17, 2012, the AIPA-S, in partnership with CIPA and NCMB-12, held a 3rd Regional Membership Assembly;

 

At Phela Grande Convention Center, GSC;

A new set of officers were elected:
